The Kouga Wind Farm Community Development Trust (KWFCDT) invites qualified service providers to submit quotations for Quantity Surveying Services for the construction of a new fee-paying primary school in Humansdorp.

The scope of work includes:

Stage 2: Concept & Viability
Stage 3: Design Development
Stage 4: Documentation (BOQ & Tender Preparation)
Stage 5: Construction
Stage 6: Close-Out

This community project is a collaboration with the Eastern Cape Department of Education, aimed at decongesting schools within the Kouga coastal area and ensuring quality education infrastructure for the community.

Do you have a project or initiative that could create a lasting impact in our beneficiary communities of Umzamowethu, KwaNomzamo, Kruisfontein, and Sea Vista? If so, the Kouga Wind Farm Community Development Trust (KWFCDT) invites you to submit your funding proposals! This is your opportunity to bring meaningful change and uplift those who need it most.

Description: The Kouga Windfarm Community Development Trust’s strategic intent is premised on the theory of change model. The intent is based on three pillars (1) improving the quality of education and skills development (2) improving the quality of life and (3) reducing poverty – all this in the four communities of Kruisfontein, KwaNomzamo, Umzamowethu (Oyster Bay) and Sea Vista.

In a continuous effort to effectively respond to the unprecedented funding requests across our seven focal pillars, the KWFCDT employs a more intentional approach to fulfill its mandate with the new 70/20/10 strategy framework.

70%: Long-term interventions whose impact becomes visible after 3+ years, under the pillars: Education & Skills Development, Enterprise Development, and Healthcare.

20%: Short-term interventions with a visible impact and implementation within a 3-month to three-year period. This includes the Infrastructure Development and Arts, Culture & Sports Development pillars.

10%: Immediate responsive interventions address urgent community needs or emergencies with instant impact, under the Conservation & Animal Welfare as well as Welfare & Humanitarian Support pillars.

Feasibility Study

Request for Quotation (RFQ)

The Kouga Windfarm Community Development Trust in collaboration with the Eastern Cape Department of Education have intentionally agreed to build a new fee-paying primary school for the Kouga Circuit in Humansdorp.

The identification of the most suitable site has been finalised and awaiting finalisation of the Environmental Impact Assessment process to be conducted for the confirmation of its suitability.

The KWFCD is seeking service providers to conduct a Feasibility Study for the 23-hectare site, ERF 3298 situated Humansdorp, just off R102, adjacent to Papillon Organic Farm. Ten hectares of the site has been earmarked for the construction of the new primary school following an extensive consultation process with key stakeholders to determine the most feasible site to accommodate the school and sports facilities.

  • Environmental impact assessment
    • Atmosphere & climate
    • Bio-diversity & ecosystem health
    • Environmental governance; & environmental sustainability
    • Brown/Green Field analysis
    • Hazardous material report; threatened/ endangered species; wetland analysis
  • Civil engineering assessment
    • Floodway / Floodplain
    • Geotechnical investigation
    • Stormwater management
    • Site access
    • Utilities (water, electricity, sanitary, fibre)
  • Traffic impact study & road access points
    • The local impact of a proposed change in land use on the road and transportation system surrounding the development.
    • Possibility to accommodate the proposed change in land use with or without the implementation of mitigation measures, within acceptable norms.
    • The mitigation measures and improvements that may be required to accommodate the proposed change, including:
    • Demand-side mitigation measures aimed at reducing traffic generation, such as mixed-use developments and reducing the size or changing the type of the development; location plan;
    • Supply-side mitigation measures aimed at improving transportation infrastructure, such as roads and public transport infrastructure.
    • The estimated cost of the required improvements and services.
  • Land/site survey & site mapping
    • 10 hectares demarcated for new primary school

NB: Only service providers who will be able to meet tight deadlines are encouraged to submit quotations.

KWFCDT Enterprise Development Programme

The KWFCDT’s strategic intent is premised on the theory of change model through which the Trust seeks to be a catalyst that empowers communities to be self-reliant, resilient, and sustainable.

Through the EnD pillar, the Trust’s objective is to accelerate and support the development of high-potential EMEs and SMEs within the beneficiary communities. This call for proposal seeks service providers to provide tailored business development services to existing entrepreneurs/business owners in the Kouga Windfarm Community Development Trust beneficiary communities with financial and non-financial business support to improve competitiveness and profitability of their operational enterprises.

The medium to long-term outcomes envisaged include:

  • Increased job creation and protection
  • Increased profitability
  • Improved productivity of the EME or SMME and
  • Measurable contribution to the growth of the local economy.

The KWCDT therefore seeks reputable and experienced service providers to provide a tailor-made EnD programme that is informed by business needs from the beneficiary communities. The Kouga Windfarm Community Development Trust (KWFCDT) has in past three years invested over R25m in the education pillar to alleviate some of the challenges that continue to be faced by the department in the Kouga District. 

In September 2022 the Department of Education Kouga District submitted a proposal and request to KWFCDT to fund the construction of four new schools which are needed in the area due to overcrowding and the prevalent gangsterism happening in the Humansdorp High School.

In September 2023 the KWFCDT Board approved in-principle the request to build a new primary school for the department, subject to the Trust’s Ts & Cs. The Trust is thus seeking a service provider to develop the concept further into what this intervention will entail.

The Trust invites suitable service providers to quote on delivering an operations and maintenance service to Kouga Wind Farm Community Development Trust.

This is a recently built Wi-Fi backbone platform currently in operation and at the stage of being handed over by the infrastructure engineers.

This forms part of the Trust’s objective to provide free Wi-Fi connectivity for its four beneficiary communities namely Oyster Bay, KwaNomzamo, Sea Vista and Kruisfontein.
